v0.09 - New character + lighting improvements

Added a new character inspired by Oscar, a personal friend, in the foreground right corner. Doesn't look like him very much, and I'll fix his arm but I'm happy with the results.

I also improved some lighting releated stuff, and even animated one of the lights with 3 different frames. I like how each frame looks but I'm not really happy with the final result of the animation, because I wanted to simulate a neon light glowing and from time to time blinking and well... I think I'll tweak it a bit more.

Any feedback or suggestion related to how to improve this neon animation? In addition to this, the next step will be to animate a bit both characters that appear in the bottom right corner.
